Key Highlights of the Singapore Work Visa - ONE Pass

The Ministry of Manpower (MOM) has introduced a new work visa in Singapore known as the Overseas Networks and Expertise Pass, or ONE Pass Singapore. Applications for this visa have been open since January 1, 2023.

  • The ONE Pass is specifically designed for top talent in various fields, including business, arts and culture, sports, science and technology, academia, and research.
  • Unlike the regular Employment Pass, the ONE Pass is personalized and tied to the individual. This means that ONE Pass holders will not be required to reapply for a new pass if they decide to change jobs.
  • The ONE Pass has a validity period of 5 years and can be renewed further unlimited times, as per the renewal criteria.
  • ONE Pass holders have the option to register their own multiple companies and operate it in Singapore.
  • This new work visa allows high-income individuals and established corporate executives to reside in Singapore without the need for a job offer.
  • ONE Pass holders can bring certain family members to Singapore, and their spouse (on dependant Pass) will have the opportunity to work in Singapore with a Letter of Consent.
  • The eligibility requirements for the ONE Pass are stringent and require meeting specific criteria.
  • There are two distinct routes available for applying for the Overseas Networks and Expertise Pass. One is salary and the other one is exceptional achiements.

Please note that these are the key facts and highlights of the ONE Pass. For detailed information and assistance with the application process, it is recommended to seek professional guidance.

ONE Pass is a hybrid of Employment Pass and PR

ONE Pass is a unique work pass that combines elements of both the Employment Pass and Permanent Resident (PR) visa in Singapore, offering a middle ground solution. In recent times, the approval rate for PR applications in Singapore has been significantly low, making it challenging for global talent to secure long-term visibility for their future in the country. Recognizing the importance of attracting and retaining top talent, the authorities have introduced the ONE Pass as a visa option that provides a balance between the two.

Here are the four important points you need to understand

Document Requirements for Current Employees in Singapore

If you are already working in Singapore with a salary of 30,000 SGD or more, the document requirements are straightforward. It doesn't matter if the company you work for is not well-known or established. Any company you are employed with is acceptable. Since you are already working in Singapore, the government authorities will have access to your tax records, company details, and ownership structure, making the assessment easy.

Authorities Concerns for Future or Overseas Employees

If you are currently working overseas or will be working in Singapore in the future, the authorities may be concerned about the legitimacy of the company you are associated with. To address this, you must demonstrate that you are working (or will be working) for an established company. The term "established company" is not rigidly defined, but it generally refers to a company with a substantial market capitalization (at least US$500 million) or significant annual revenue (at least US$200 million). However, the decision will be made on a case-by-case basis. As long as you can provide enough evidence to prove the legitimacy of the company, your application should be acceptable.

The Flexible Definition of an Established Company

Defining what constitutes an established company is not fixed, and it can vary depending on individual circumstances. While the Ministry of Manpower website offers a general definition, the authorities may consider other factors on a case-by-case basis. The key is to demonstrate the legitimacy of the company you are associated with.

Providing Supporting Information

The information you need to provide to prove that the company you work for is established may vary depending on the situation. If you work for a closely-held company, obtaining financial statements may be challenging. In such cases, the authorities may seek independently available information about the company from the internet. When submitting your application, include any supporting information that can establish the legitimacy of your employer.
